Job Summary
The Regulatory Compliance Analyst Role is responsible for facilitating the identification, application and integration of regulatory compliance, security, privacy, and fraud considerations into Deluxe’s marketing offerings, providing compliance support for initiatives across multiple lines of business. The position will work with the Director of Business Risk and Privacy Management and internal stakeholders to integrate applicable state and federal requirements into policy, process  and procedures and into the Deluxe solution set encompassing solutions focused on consumer protection, telemarketing, campaign management, direct marketing, prepaid card solutions, and identity theft. This position will assist in developing strategies for compliance program management including documentation, training, marketing materials, and procedures. The Analyst will actively manage components of regulatory monitoring, research & analysis, assessing compliance implications with go to market strategies.
The Compliance Analyst Role serves as an advisor to consult and recommend course of action to business leaders’ managers on the definition of requirements to ensure business compliance with privacy and risk legislation, including Gramm-Leach-Bliley, Dodd-Frank, Consumer Protection regulations, Patriot Act, Bank Secrecy Act, and Channel Marketing compliance. The Analyst will participate in critical business projects and initiatives for the enterprise.
Accountabilities
Consults and advises marketing and sales managers and project teams on the identification & definition of compliance requirements to ensure regulatory compliance with consumer protection, privacy and risk legislation, including Dodd-Frank, Gramm-Leach-Bliley Act, HIPAA, Red Flags, CAN-SPAM, FTC Do Not Call requirements, Bank Secrecy Act, and FCRA/FACTA rules.
Provides recommendations and action steps to business unit customers on critical business initiatives, and serves as an advisor to these organizations to define, manage and maintain appropriate compliance policies based on sales and marketing strategies.
Consults and advises marketing and sales managers on transactional services, including stored value cards and identity theft solutions. Analyze, monitor and manage federal and state compliance requirements for multiple stored value card program solutions, across multiple sales distribution channels. The position will be accountable to provide consultation and analysis of market regulatory requirements for marketing solutions encompassing solutions prepaid cards, identity theft, and account opening solutions. Provides actionable recommendations to marketing managers on new product development.
Facilitates compliance program management definition for key department accountabilities including Privacy Program Office, consumer protection, legislative awareness, complaint management, Risk Management integration. Responsible to monitor, research, interpret, business implications based on regulatory changes including recommended actions to business leads. Maintains awareness of state, federal and international regulatory environments, industry guidelines and "best practices" regarding use of customer data, fraud, risk, payment trends, privacy and security.
Participates and represents business unit in Risk Impact Assessments to evaluate the compliance, privacy and security risks with initiatives, providing impacts to leadership. Understand how strategic business requirements align with privacy and security requirements. This includes a thorough understanding of how privacy and risk relate to business drivers, technical implications, legal, and marketing as well as security functions in an organization. Facilitates integration of privacy, risk, security and compliance into business planning processes including marketing new product development.
Develop, maintain and leverage deep subject matter expertise for Deluxe, and its affiliates and partners in topic areas of consumer protection data privacy, risk, fraud, and regulatory compliance. Collaborates with marketing managers on implementing and managing policies procedures for campaign management, channel marketing, data usage & analytics for customers and prospects, based on retail or wholesale business models. Provides consultation on the management and maintenance of Privacy Program Office rules of engagement and preference management.
Facilitates definition of privacy policies and procedures and  develops/conducts  employee training and awareness programs. Provides leadership, coaching, and guidance on a continuous basis to team members on business risk and privacy management. 
Education/Experience:
Bachelors degree plus 10 years experience in Financial Services.  Industry Certifications Preferred: CIPP, CIPP/C, CISP, CRP .  MBA or JD Preferred . 
Knowledge:
Experience with marketing development and management of highly regulated services like credit cards or stored value card programs preferred. Knowledge or fraud and risk compliance areas including Patriot Act and Bank Secrecy preferred. 
Strong  knowledge of financial services industry and direct experience with consumer protection compliance regulations, privacy and marketing legislation including Gramm-Leach-Bliley Act, Affiliate marketing, Red Flags, CAN-SPAM, Telemarketing Rules, FTC Do Not Call requirements, and applicable FCRA/FACTA rules. 
Experience with Financial Services Alphabet Soup compliance preferred. International experience a plus
Experience in conducting risk assessments and mapping data flows to identify privacy risks. Experience with an organization's compliance privacy and security due diligence efforts when entering into third party relationships or      M & A activities a plus .  
Demonstrated experience to communicate effectively with managers, legal, technologists, marketing, and operations personnel. Able to effectively bridge communication between line of business terminology and technical terminology .

Ability to understand business models, and provide consultation and recommendations to business leaders on the financial, operational, and regulatory implications to changes in the marketing or sales models. 
Ability to influence others across the enterprise .
Excellent written and verbal communication ability and demonstrated ability to lead efforts to promote collaboration across groups. 
Develop, maintain, and leverage expertise on fraud, risk, and compliance for transactional services solution set, include compliance for prepaid gift cards and identity theft solutions, including applicable Patriot Act Bank Secrecy Act requirements for new marketing solutions.
